Live from the White House Rose Garden at 2:30 p.m. ET,  President Trump is set to announce his immigration reforms. Key to his plan is a merit-based system, which rates immigrants and puts highly skilled and educated workers at the top of the list. Knowing Trump, it will also address border security — and his beloved Wall.

The White House proposal would also reduce the proportion of humanitarian admissions, from 22 percent to 10 percent of the total. Prior to admission, immigrants would be required to learn English in addition to passing a civics exam.

But it doesn’t address the Obama-era Deferred Action for Childhood Arrivals (‘Dreamers’) which is a key issue for Democrats.

All bets are off on whether this bill stands any chance of passing.
