In the early hours of the morning — after 15 hours of arguing —  VP Kamala Harris stepped in to break the tie on Biden’s $1.9 trillion COVID relief plan. (It was stuck at 50-50 along party lines.)

‘Real live people are hurting and we can fix it,’ President Biden said. ‘We’ve got a chance to do something big here.’

This means that Congress can approve the administration’s plan without Republican support.
